As a New York State resident I know that most of the programs are non-profits and the guidelines for those are here Vocational and Educational Services for Individuals with Disabilities(http://www.vesid.nysed.gov/) Good luck with the idea... They do a very similar type of business, to the one you are describing, and may be able to offer some invaluable guidance. The President/CEO is Dick Benchley, he may be the best person to talk to.
