Finding the right Web developers

I'm trying to find a Web site development company that can design a Web application from scratch that stores and then uploads video captured from a Web cam. I have found many companies that claim to have the capability to do this, but I'm not sure how I can check their credibility. Who are the best Web application development companies out there, and how do I decide whether they are capable of what I need?

Additionally, the knowledge pool exists for specific content management systems which will allow you the ability to hire other firms to work on your website in the future.
