Finding the right Web developers

I'm trying to find a Web site development company that can design a Web application from scratch that stores and then uploads video captured from a Web cam. I have found many companies that claim to have the capability to do this, but I'm not sure how I can check their credibility. Who are the best Web application development companies out there, and how do I decide whether they are capable of what I need?

In the search for new web development project it is important to decide exactly what you are looking for in a developer.
